Can two people trademark a business name?

If they are filing it independently, then no. Only one will be able to trademark the name because the registration provides exclusive rights over mark. If the mark is already registered, the later applicant may seek permission to use (licence) from the owner.

If both are acting as one legal entity, such as co-owners of a company or partnership, then they can apply for trademark registration together. The trademark will be jointly owned by both of them.
