When asked how he viewed the notion of marrying opportunity with need', He said he thought this described making decisions on land use based on the needs of an area. Mr Burchnall said regeneration should be a material consideration and not part of the assessment of need for a retail development. Stephen Sauvain introduced Mark McVicar, a town planner and an expert in retail developments. His report recommended the proposals be turned down.Mr McVicar defined Kirkby as typical of a district centre.He said he did not think the Tesco development would strengthen the existing town centre, and also said it was heavily designed in favour of Fifa 16 Coins  the car and was intended to draw from a wider catchment than Kirkby.

 

He said it would provide a major shift in the retail perception of Kirkby. The proposals were not designed to strengthen the retail provision in the town centre and could result in the closure of existing stores in the town centre.Giving his opinion of the existing town centre, he said he was surprised at how robust' trading was. He said the level of vacancies was not particularly high, despite losing the anchor food store Asda in recent years. But he said there was no doubt' there was a need for improvement.

 

He said there were significant weaknesses and threats to the town centre and these were exacerbated by this development. He said Knowsley Council needed to be careful about the nature of proposals brought forward to develop and enhance the town.He added that positive things had been happening in Kirkby town centre, new retailers had been coming in and several chains now had Cheap Fifa 16 Coins a presence here.
