A decade earlier, Venezuela, a petrostate under the leadership of Hugo Chavez

Venezuela's coffers were already empty after it spent the most recent oil windfall on social programs like subsidised health care, food as well as literacy programmes. Chavez has also removed perceived dissenters OSRS gold from the oil industry after an attempted military coup, altering production.

The widespread corruption within the state has harmed the economy, as per Paul Angelo, a fellow at the Council for Foreign Relations who is a specialist on Latin American politics.

Runescape Developer Jagex has put an end to Runelite HD, a fan-made HD mod of the well-known online client, which is an open-source project for Old School Runescape, just at the time the project was due to go live last Monday. The decision was made at the eleventh hour, and has some Runescape players expressing displeasure at Jagex's decision and saying they'll go to other MMOs.

Runelite HD developer "117" posted on Reddit Tuesday sharing the message he received from Jagex the company. The information was confirmed by Jagex in its own blog post. Runelite HD operates as a plugin that can provide an extensive visual overhaul to the core game Runescape and can be seen at 117's Twitter. Moderator 117 said they've spent around 2,000 hours over the last two years developing Runelite HD.

"Yesterday we made contact with the developers of known HD projects and we asked that they stop developing their respective projects as this is a project that we are currently investigating directly," Jagex stated. Jagex addressed 117 with the news that the company's work on an HD Version of Old School Runescape was "still very early in the exploratory stages" but "very active."

"Naturally this means that any fan-led project which seeks to change the way Old School RuneScape appears appears at odds with our own goals," Jagex wrote to 117. "We believe it is essential that there is consistency with regard to how Old School looks and we'd like to ensure that our official changes are the only ones to be made available.

Hopefully the news that Jagex along with the Old School team are tackling this project seriously is something that you are excited about, even though it does indicate that we have to be politely asking you to stop your personal projects."

117 declared that they were offering Jagex an alternative which was to remove their project after Jagex had released theirs, as well as giving Jagex "collaborative control" over the design of Runelite HD's.

"They rejected the project outright," 117 said. "I am beyond annoyed and dissatisfied with Jagex and am so very sorry to find that after this long journey I'm not able show you this work. 117's mod doesn't seem to be in conflict with Jagex's policies for third-party clients, but the Runescape developer claims that it's amending the guidelines this week to include references for projects that influence the appearance of the game.

Original Runelite developer Adam1210 shared his thoughts on Reddit saying that the ability to allow Runelite HD to continue would be beneficial for future updates from Jagex.

"I am also adamantly against including it in the "third group guidelines," Adam1210 said. "Most of them are trying to determine where the line between "quality of life] and cheating lies, and I'm convinced that the majority people would agree that the guidelines currently in place are a decent representation of that, and it can help keep the game's integrity.

But there is no benefit in the least to better graphics but it will only affect you if you allow it. So - this is really simply a misapplication of guidelines. In the end, it's an inconvenience for everyone involved and I'd love it if Jagex would take a look at it."

A few players associated with the Runelite HD project have taken to cheap OSRS GP a town square in Falador the capital city of one of Runescape's main kingdoms, to stage an unofficial sit-in similar to the one World of Warcraft players held in July. Participants can be seen on the video, which includes texts that criticize Jagex for their decision as well as hashtags like #Free117. Another video shows players "marching" in front of Falador Square.
