In these types of places, a website can make any claim it wants to, whether it be true or not, with no fallout. There is no trust factor constructed into online lotteries as there is with regular lotteries and that is why I would say that it is not safe to spend money on them.
Does this mean that all online lottery sites are scams? No, definitely not. All I am saying is that there is not a chance to verify their claims of probability of winning. Some of these sites may post true probabilities and some probably lie about the probabilities. It could be quite difficult to know the ones that are fair and which are not.
